Tuesday, October 17, 2000 Official Statement By Abdul Hakeem Mujahid Permanent Representative-Designate To the United Nations of the Islamic Emirate of Afghanistan New York The Islamic Emirate of Afghanistan condemns any and all acts of terrorism in the strongest possible terms. As knowing victims of terrorism ourselves, we consider terrorism inhuman and cowardly in any form and have taken all possible measures against it. We also vehemently protest speculation by the media and others who point to Osama bin Laden as having had a hand in perpetrating the terrorist attack in the port of Aden. Osama bin Laden, who has sought refuge in Afghanistan, remains in the country under our strict supervision. Under the terms of his status, he is not permitted to make statements, communicate by any means, or conduct any activities that would threaten any other country, such as meetings with foreigners. It would have been, and continues to be, impossible for him to engage in any terrorist action. We give our complete and unwavering assurance that Osama bin Laden activities are completely controlled by our authorities to avoid any and all threats to others. The recent report of his statement in Pakistan's Jung newspaper is a fabrication that could not have come from Osama bin Laden or from any responsible authority in the Islamic Emirate of Afghanistan. Media often cite false reports about Osama bin Laden without any substantiation or checking of the facts to sensationalize and sell their publication, at great cost to the long suffering people of Afghanistan. Despite the cruel sanctions and condemnation leveled at the Islamic Emirate of Afghanistan by the United States government, we bear no ill will toward the government or the people of America, share their grief in their loss and extend our sympathy to the families of the young victims. Through dialogue and cooperation, The Islamic Emirate of Afghanistan is prepared to come to a resolution that would serve justice, security and stability concerns of both our nations.

Ladies and Gentlemen: The Islamic Emirate of Afghanistan makes its protest against the participation of the delegation of Rabbani's in-existed government in the 55th U.N General Assembly’s Session. The people of Afghanistan have already rejected the Russian Agents in Afghanistan. They expect from the United Nations Organization to accept their representative government the I.E.A, to represent the country that has the authority to implement the decisions taken in the session. Ladies and Gentlemen, Let me state briefly on this occasion, the agonies and torments that the oppressed people of Afghanistan have been suffering for the last two decades; first by the direct invasion of the former Soviet Union and later by meaningless factious fighting stirred up by some neighboring countries and the Russian Federation. Providing them huge quantity of money and destructive weapons manufactured in their own factories, these countries prolonged the miseries of Afghan people and continued war in Afghanistan. The Soviet invasion of Afghanistan that lasted for one decade resulted in mass killing of innocent Afghans and a total destruction of their country; More than 1.5 million Afghans lost their lives, two million were disable and more than six million had to emigrate to neighboring countries and other parts of the world. In addition, mass destruction of cities, villages, and towns including the capital Kabul took place. Recent survey has indicated that all power stations, Tele-communications, 800 canals, six million livestock, 2623 schools, 114 health centers, 2807-Km roads and a large part of forest land have been totally destroyed or damaged. More than ten million land mines were planted by the Red Army and another half million by their agents opposing the Islamic Emirate of Afghanistan. Defeating the Red Army in 1989 and stepping down their puppet communist regime in 1992, the people of Afghanistan were to reap the harvest of their sacrifices, they expected the leaders to establish National Security, National Unity and a strong central government based on Islamic Sharia (Islamic Laws). Unfortunately, due to the struggle for power among various warring factions, not only their hopes and wishes materialized but also turned Afghanistan into chaos, anarchy and fiefdoms. According to a U.N. report (NO A-47/650,Chapter 166) on Afghanistan, there were 16 autonomous bodies of governance only in Kabul city so to speak with and central government had no power to rule provinces of the country. Based on the same report, chapter 45, some 600,000 innocent inhabitants of Kabul City were displaced, 63,000 civilians got killed and some 36,000 houses were destroyed. Lawlessness was the order of the day. Looting, raping, murder and deadly weapons in the hands of irresponsible commanders and individuals, were common and indiscriminately rampage became a norm. In 1994, when the U.N, the O.I.C and neighboring countries failed to bring peace and security in Afghanistan and the people were totally disappointed, they called the religious scholars and religious students to rescue the nation and the country from disintegration and chaos. In response to the people's demand, the Taleban Islamic Movement of Afghanistan (T.I.M.A) emerged and rescued the nation, united the country, collected destructive weapons from irresponsible commanders and individuals, brought peace and security in more than 95% territory and established a strong central government based on Islamic Shariah (Islamic Law) with the absolute support of the people.
Foreign Relations: Based on mutual respect and non-interference, the I.E.A wishes to develop and maintain friendly relations with neighboring countries and the countries of the world. The I.E.A respects sovereignty, independence and territorial integrity of the nations and expects them to do the same for Afghanistan. The I.E.A does not interfere in internal affairs of any country and wants them not to interfere in internal affairs of Afghanistan. The I.E.A as a Legitimate Government: The Islamic Emirate of Afghanistan is the legitimate government of Afghanistan and has fulfilled the needed conditions:
Now this is the duty of the United Nations Organization to leave the policy of partiality and allow the I.E.A to serve the people of Afghanistan and the world community from the forum of this August Organization and expel personal representative of Rabbani and Masuod. Terrorism: The I.E.A is against terrorism being committed under any name and form, moreover, it does not support terrorists in any part of the world. The I.E.A is itself victim of state terrorism made by some neighbors and big powers. Since the time the I.E.A took power in the country, it destroyed all the paramilitary training camps of foreigners under the sponsorship of Rabbani's regime. It is firmly determined not to allow any one to use Afghanistan soil against any country and any nation. In addition it is ready to fully cooperate with any international effort aimed at combating terrorism. Illicit Drug and Poppy: The production, consumption and trafficking of illicit drug are prohibited in Afghanistan. Poppy cultivation, that has centuries long tradition and no government has ever put efforts to stop it, but now under His Excellency Amir-ul-Mumineen Mullah Mohammad Omar Mujahid on 26/4/1421 A.H (July 28,2000) the following was issued: Article 1: "The cultivation of opium poppy is here by forbidden in all areas of Afghanistan. Anyone violating this statute will be punished accordingly" Article 2: "Officials of the Islamic Emirate of Afghanistan are responsible for implementing this decree in regions under their authority and making the necessary arrangement for that". It is quite clear that the I.E.A has fulfilled its responsibilities, now it is up to the world, and especially those countries that simply make a point of propaganda against the I.E.A to act accordingly. The I.E.A is ready to work with any country to eradicate this enemy of humanity. Facts About Human Rights: Since Islam became the religion of the country some thirteen hundred years ago, it has always been ruled by the Islamic Laws. All the people are equal before the Islamic laws, there is no discrimination, and segregation existed on the base of gender, race, religion, ethnicity and language. There is no one above the law including the head of the government. The I.E.A restored human rights in Afghanistan protected the lives, honor, dignity and property of the people, while they were violated during the warlords and so called recognized regime of Rabbani and Masud. Women Rights: The I.E.A is fully committed to the social, cultural and economic development of women. The government has been able to protect honor, life and property of Afghan women and they are actively involved in different parts of the government like the Ministry of Public Health, Ministry of Internal Affairs and various other projects. Contrary to the false and wrong reports of some biased journalists and agencies, women can go outside their houses safely without fear of being kidnapped, raped or looted. Women can go out for shopping and working without any male companion along her. Women are provided all possible health facilities. In spite of some exclusive hospitals and health centers for women, they could go to any other hospital and health center and visit any male doctor anywhere. There are no such restrictions issued that are propagated in the western media. By issuing some drastic decrees, the I.E.A removed some oppressive traditions of Afghan society that deprived women from getting their inheritance right, forced widow to marry with her husband relatives and used woman as compensation to the murdered family to reconcile the warring parties. These were tribal traditions that were existed during all the former governments and they could not replace them. Female Education: According to the Islamic laws, the I.E.A considers education equally obligatory for man and woman. The leader of the I.E.A, Mula Muhammad Umar Mujahid in an interview with the Islamic Emirate monthly Magazine published in August said, "We do not prohibit women from education, rather, we want education to be regulated according to the requirements of the Shariah". It is not the policy of the government to be against female education. Due to the culture and secular style of education imposed by the former rulers in the country, the issue of education is controversial among the people of Afghanistan, the I.EA is in need to educate people, understand its importance. At present, there are hundreds of girls schools in the country, supported by N.G.Os, U.N agencies and the I.E.A. According to a report issued by Swedish Committee for Afghanistan in July 1997, they had 125 girls schools, 422 boys schools and 897 mixed schools in nine provinces under the control of I.E.A. Swedish Committee for Afghanistan has been expanding its programs for education. Rebuilding the Country: The I.E.A tries its best to strengthen peace and security in the country and consequently rebuild the war-ravaged Afghanistan afresh from the ruins made by the Russians and their Agents the warlords. In spite of limited resources, the I.E.A started the process of rebuilding the country and it is in need of strong support of the friendly countries in this critical time. In addition the I.E.A appeals to all international agencies such as World Bank, the I.M.F, European Community, Organization of the Islamic Conference and the United Nations to give unconditional helping hand to the people of Afghanistan in reconstruction of their war torn country. The I.E.A is ready to work with foreign investment firms and provide the necessary guarantees regarding the legal aspect of the projects being considered. In the end, the I.E.A wants the United Nations to accept ground realities in Afghanistan and recognize the government of the I.E.A and not to motivate the opposition by illegal recognition to continue illegal war against the oppressed people of Afghanistan for the interest of selfish countries. This is the time for the United Nations Organization to improve its credibility on the issue of Afghanistan. We request from the unbiased journalists to be objective and reflect the ground realities about Afghanistan and the I.E.A to provide real information to the people interesting in Afghanistan.

July 12, 2000 Abdul Hakeem Mujahid, Afghanistan’s Representative/Designate to the United Nations, will appeal for urgent drought aid at a press conference, on Wednesday, July 12, 2000, UNCA, Room 3326, 11:00 a.m. Afghans live in alarmingly poor conditions since before recent natural calamities. The Islamic Emirate of Afghanistan (IEA) wants UN member States and the Security Council to support all Afghans and solve problems on the basis of mutual respect and bilateral cooperation: - provide critically needed emergency and development assistance; - condemn recent opposition attacks meant to break the OIC/UN peace process and their failure to live up to an agreementfor the exchange of prisoners of war; - stop the Russian Federation and neighboring states’ support to the opposition, such as their destructive supply of weapons of war; - condemn the opposition’s inhuman acts, such as their persistent use of landmines, and the nations that supply them (The IEA is duty bound to the agreement signed at the Ottawa Conference on March 1, 1999, which bans mine production and use.); - unseat a non-existent regime that uses its position as an instrument against Afghanistan’s people; - recognize Afghanistan’s legitimate government, for stability, peace and security;and, - lift the present unfair and illegal sanctions and reject more sanctions, which now harm common people . Afghanistan’s economy, society and politics suffer from war for over twenty-two years. The former USSR destroyed ninety percent of our infrastructure. When Russian troops withdrew north in 1989, they left behind well-trained and loyal agents to continue civil strife servicing foreign interests. These agents still destabilize national unity and security to impede a central government and peace. Against all kinds of terrorism in any shape or form, however motivated, Afghanistan itself is a victim of state backed terrorists, clearly evidenced by bombs in Kabul and Kandahar, recent Russian Federation threats, in addition to military, economic, political and unending nefarious support from neighboring countries. The Islamic Emirate of Afghanistan prohibits drug consumption, production,and trafficking, and they accept enforcement of those laws. If the world community and wealthy nations give unflinching and comprehensive support to Afghan farmers, they accept crop substitution programs. The government can then guarantee that poppy cultivation ends on their farms. It is impossible for Afghanistan to solve a long-running cultivation problem alone. Afghanistan’s current government accepts all those rights mentioned in the international covenants of human rights that are not contradictory to Islam and sovereign laws. Forced assimilation and the imposition of any exotic culture will always be unacceptable to the people of Afghanistan. United Nations member States, regretfully, and the Security Council’s bigger powers, most actively, want sanctions on the Taleban Islamic Movement as a group, while they turn a blind eye to a so-called seated regime.
Afghanistan seeks friendly relations with all countries, particularly with neighboring states, and is ready to play an active and responsible role in the framework of the United Nations and on the basis of mutual respect to sovereignty.

PRESS RELEASE: Translation of Official Statement April 14, 2000 THE ISLAMIC EMIRATE OF AFGHANISTAN RESPONDS TO THE LATEST PRONOUNCEMENT OF THE UNITED NATIONS SECURITY COUNCIL
As you are all well aware, the latest April 7, 2000, pronouncement of the Security Council, was requested by Russia. They, the Russians are the same people who have completely destroyed and turned Afghanistan into a ruin. When judgement of a people is in the hands of their enemy, then what manner of circumstance can those people expect. If the people of the world, especially Moslems among them, in such a case, do not make a sound judgement, it would be a terrible injustice. How could the Russian judgement be acceptable while they are openly supporting and aiding Massoud? Acceptance of it is absurdly foolish. It is new course for justice, when an aggrieved is judged by his aggressor, and it will undermine and further corrupt the intent of such a court. With the support of a Panjshiri Babrak Karmal (Massoud), the Russians once again see the opportunity of getting their foothold in Central Asia, and soon the Security Council will turn into a War Council. Now, we have come to a situation where Russians have left us nothing but guns. Were this not the case, Russia would not be in a position to persist in making demands. The World claims that there are terrorists in Afghanistan, but has yet to make clear when they entered, for what purpose and at whose behest? America can easily, for its own interest, change the name of a mujahid into a terrorist. These two words are used interchangeably to suite its' interest. In short, the reality is clear, and to intentionally cover reality up with force is injustice. The world must know that death or apparent setbacks are not a shame for us, but part of our obligation
March 21, 2000 THE TRUTH IN RESPONSE TO THE FALSE UN REPORT ON THE SITUATION OF HUMAN RIGHTS IN AFGHANISTAN PUBLISHED BY MR. KAMAL HUSSAIN ON 10 JANUARY 2000
Pursuant to the matter of the AHussain Report, please be advised that the Islamic Emirate of Afghanistan categorically rejects the gratuitous findings of Special Rapporteur, Mr. Kamal Hussain. So profound in its bias is this Report, that one could rightly conclude that Mr. Kamal Hussain is the Special Rapporteur of the United Front. And while we welcome constructive criticism from third party mediators, we cannot and will not accept such wholesale fabrications as manifest in the Hussain Report. Furthermore, we believe it incumbent upon the Secretary General to take such measures as necessary to insure impartiality from his chosen representatives. Amongst a majority of the Afghan people this libelous document has given rise to the notion that the United Nations has abandoned the principals and practices of impartiality as enumerated in the founding Charter. Below we present a summary overview of the wholesale inconsistencies as incorporated in the aforementioned Report. The United Nations Special Reporter, Mr. Kamal Hussain, has once again alluded to gross human rights violations in Bamyan and Shomali Plains perpetrated by the forces of the Islamic Emirate of Afghanistan. Mr. Hussain writes: That the violation of human rights as enumerated and which were reported to him by non-partisan, credible witnesses stated that forced eviction from homes, deliberate burning of homes, summary executions of non-combatants, including women and children, and arbitrary detention and forced labor were carried out under orders of the Taleban commanders. And while we recognize that these infractions represent grave human rights violations, we deny and categorically reject these allegations as untruths, innuendo and disinformation. Furthermore, we have found the U.N. Reporter assesses and assigns breaches of proper conduct during a time of war, based solely on the prevailing anti-Taleban ideology and partisanship openly displayed by a majority of respective agency personnel under direct orders from a politicized leadership within the General Assembly of the United Nations. It should therefore, come as no surprise that a majority of Afghan-American intellectuals have strongly vocalized their objection over what they characterize as an organization mandated to conflict resolution who unabashedly serves the interests of certain members of the Security Council. In 1988, the U.N. has appointed a Special Reporter, a Mr. Paik, who undertook the investigation pertaining to the mass killings of Taleban personnel in the city of Mazar-I-Sharif. Mr. Paik upon completion of his report accused the leader of the Islamic Emirate of Afghanistan, the Amir-ul-Mominin, Mullah Muhammad Omar Mujahid of issuing a fatwa which stated that the killing of a Shea was not a crime because they are Kafirs (unbelievers.) He further stated that certain members of the Islamic Emirate of Afghanistan were referring to the Hazara ethnic group as unbelievers and further claiming that people of Iranian descent reject 12 verses of the Holy Book, Quran. Nothing could be further from the truth. Such irresponsible commentary from a U.N. official lends currency to the fact that the U.N. personnel are culturally insensitive if not hostile to religious practice and belief. So egregious if not racist is the report of Mr. Paik, that the Special Representative of the General Secretary, Mr. Kofi Annan, instructed Mr. Paik to revise certain portions of his report. This year, the United Nations, has, once again, appointed a Special Rapporteur to investigate charges of human rights violations in Bamyan and the Shomali Plains. To begin with, Mr. Kamal Hussain, in (paragraph 37) reports that he visited Quetta in May of 1999 to interview newly arrived refugees from the Hazarajat. In the refugee camp, violations of human rights were reported to him and which included the forced displacement of civilians, the deliberate burning of houses, summary execution of non-combatants, including women and children, and arbitrary detention and forced labor. It is incumbent upon us to respond to this distortion with the facts of the matter. We would like to point out to Mr. Hussain, that according to a U.N. Statement By His Honorable Amir-ul-Mominin of Hijacking of Ariana Plane The Islamic Emirate of Afghanistan is thankful to the United Kingdom of Britain to Know that the issue of the hijacked Ariana Afghan Airline was solved peacefully and saved the lives of the passengers. We kindly request from the United Kingdom to release the Airplane with its crew and all the passengers to come to Afghanistan as soon as possible. We also kindly demand to treat the hijackers according to the rules and norms accepted worldly,or as the great britain authorities consider it necessary.
