Introduction

This web page is designed as a strategic approach for the restoration of an Islamic Khilafat. The focus is on strategies which can result in implementation of the Deen of Allah in Muslim majority areas and to finish oppression as defined by Allah. We believe that Inshallah the Khilafat may not be very far at all.

The web site is evolving. If you are convinced that restoration of Allah's Deen is crucial go to How Khilafat.

Though this site is for developing implementation strategies, we have some points of view of people as to why its important to live in a place where Allah's Deen is established.

Why Khalifah

The most important thing for any individual is to search for the truth, live by it and try his/her best to earn salvation in the after-life whether they realize it or not. The only way to salvation is through living one's life according to the Quran and Sunnah. The Quran and Sunnah assign individual and collective responsibilities upon Muslims.

It's increasingly becoming more and more difficult to live according to Islam in a number of so called Islamic or Muslim Countries. Certainly, the collective responsibilities are getting even more difficult to fulfill. Let's look at an example of our collective responsibility.

Collective Responsibilities

Persecution of People in Bosnia, Kashmir, Kosovo and even within repressive government in Muslims countries is increasing. It is pitiful for the Muslims that the US has shown more concern for fighting against oppression in Bosnia and Kosovo than Muslims. A Billion Muslims in the world and we can't do anything about fighting oppression as mandated as a command to the Muslims in the Quran.

The core reason for this apathy on our part is, in my opinion, due to a lack of faith and knowledge of Allah's way.  This results in excessive materialism and selfishness and the resulting disintegration of the Islamic Ummah.

Another example of our collective responsibility is the salvation of people of other faiths. Again for this purpose it is important that people of other faiths get exposed to the truth's about Islam. Here again a true Khilafat and an Amir-ul-Momineen could play a Vital role.  How many countries have a budget for tabligh? How many leaders of Muslim countries have enough faith and enough concern for humanity to use their positions to preach by openly inviting the people of the world to Islam. As a former Agnostic/Atheist, I am convinced there is enough evidence to convince open minded people to the truth of Islam (Inshallah). It is our responsibility to propagate and present the truth of Islam by spreading the message and by our actions. Should we fail, we will have to face Allah on the Day of Judgement.

Our leaders are trying to play by the rules of the west. Putting the entire emphasis on material aspects of the world. Our so called progressive leaders are encouraging us to almost exclusively compete in the material race of the world, whereas we are losing the material/economic race in a pathetic manner. In my opinion, this is a completely wrong approach. The priority of the after-life and the insignificance of this life (as an end itself) have completely been lost. In my opinion, we have acquired the diseases of the previous Ahle-Kitab's as mentioned in the Quran. Reading Surah Al-Bakara, it is scary to see how many mistakes of the hypocrites and of the previous people we are repeating. Mistakes for which Allah SWT has condemned and shown displeasure for those people.

Materialism Hasad and the Loss of Ability to Sacrifice.

The environment a person lives is crucial to his spiritual health and correct priorities in life. Living in a world wholly concerned with material success, results in most effort towards this life and self gratification almost exclusively. It results in propagating hasad (extreme form of envy). When I look at life in Pakistan, It is amazing how Pakistani's have gone off the right Path. Unnecessary competition has reached such levels that hasad is started to be instilled into even toddlers. From school life to college life to professional life to issues of getting married, the only criteria is one of materialism. Moving away from the simple lifestyle of the Prophet (pbuh) results in lifestyles where it is difficult to sacrifice the life style. Once this life-style becomes a race, The after-life and spiritual aspects become a relatively low to no priority. The ability of a person to sacrifice in Allah's way becomes lesser the more we are entrenched in the rat race of modern life. Society gets plagued by jealousy, hasad, excessive materialism and selfishness. It is ironic that for all the hasad and all the efforts for this life, the People of Pakistan at least, have remarkably little to show in material terms  ( I do not mean that material success is a measure or a criteria, rather for people desiring and worshipping wealth and putting so much time an energy into it and yet failing to acquire it is to put it mildly pathetic.) I speculate when I say that Perhaps it is a sign from Allah to deny material success to some people who claim faith yet run exclusively after the world to such an extent that they transgress the laws of Allah (SWT) stated in the Quran.

Hence, even in our so called Islamic countries, it is becoming more and more difficult to live according to Islam as the name of the game becomes materialism. We need to develop environments where materialism and the world are not pounded on you all the time. Where friends and family care more about you not missing any prayers and spending money on orphans rather than your Ivy League Education and your high flying career. Establishment of Shariah based society is the only way out.

The Web and  the Revival of a Khilafat

The Web Provides an ideal media for promoting a revival of an Islamic Khilafat somewhere in the world. I believe there are enough Muslims willing to put effort in building an Islamic State based truly on Islamic principles.

This web page is intended as a seed for restarting this idea. I for one am willing to put my resources and efforts for this end. There are many approaches which could be taken. I am not sure of exactly what that approach should be. However, what is clear is that something needs to be done. We need to create a forum to identify and promote strategies to help the process of the restoration of the Khilafat and the restoration of Islamic Law. We need to collect these ideas.

For a start, I think the following approach may be worth exploring. The idea originated when I read the Book "The Fundamentals of Tawheed" by Abu Ammenah Bilal Phillips.

The Critical Importance of implementing Shariah Law

One approach is based on certain ideas from Abu Ameenah Bilal Phillips Book, The Fundamentals of Tawheed and certain observations I have. Bilal Phillips  says:

"Since the term Ebaadah means total obedience and Allah is considered the ultimate Lawgiver, the implementation of secular legal systems not based on divine law (shareeah) is an act of disbelief in the divine law and belief in the correctness of such systems, such a belief constitutes a form of worshipping of other than Allah (Shirk) Allah Says in the Quran (Surah Maidah Verse 44)

"Those who do not rule by what Allah has revealed are disbelievers (Kafiroon)" "

Later after quoting a hadith and Quranic ayah regarding shirk if one accepts someone's declaration of a halal thing as haram and vice versa, Brother Phillips says

"Hence a Significant part of Tawheed al-Ebaadah involves the implementation of Sharee'ah, especially in lands where Muslims form the majority of the population. Divine law has to be re-introduced in many so-called Muslim countries where government now rule according to imported capitalist or communist constitutions and Islamic law is either totally extinct or relegated to a few areas of minor importance. Likewise, Muslim countries, where Islamic law is on the books but secular laws are in force, have also to be brought in line with the Shareeah as it pertains to all aspects of life. The acceptance of non-Islamic rule in place of Shareeah in Muslim lands is Shirk and an act of Kufr. Those in position to change it must do so, while those unable to do so must speak out against the rule of Kufr and call for the implementation of Shareeah. If even this becomes impossible, un-Islamic government must be sincerely hated and despised for the pleasure of God and the upholding of Tawheed."

Irrespective to what extent one may agree with Brother Phillips, one thing stand clear here is an explicit declaration/definition of  Kufr in the Quran regarding the Laws or revelation of Allah. Here I would love feedback from people who know Arabic. Since I did not, I went to the other translations of Quran and I quote the other versions I found.

verse 44 from Surah Maidah from Maududi translation:

"..those, who do not judge by the Law which Allah has sent down, are indeed the disbelievers"

Verse 44 from Surah Maidah from Pickthall translation.

".. Whoso, judgeth not by that which Allah has revealed: such are disbelievers"

In an Urdu translation by Maulana Fateh Muhammed Jallendhri, he uses the word Hukum which means rule or command. This is for the Arabic word Yahkum.

Irrespective of whether the exact word means judge or rule or order (command). It is clear that a criteria for Kufr is laid down, certainly seems for those in Authority to implement the law.

Maulana Madudi says that giving judgements believing that some other law is right than Allah's makes one a Kafir, unjust person and Transgressor in the Fullest meaning of the words. However, judging by some other law, knowing the law of Allah to be right is mixing belief and disbelief, unjust and transgressor but does not put a person outside the pale of Islam.

According to another tafseer, by not judging by Laws of Allah, a person become an Amlan Kafir i.e. a kafir by act. Irrespective of all these views, at least the non imposition of Shariah means the doers are zalimoon.

According to a newer translation of the Quran from Saudi Arabia, .THE NOBLE QUR'AN translated By ; Dr Muhammad Taqi-ud-Din Al-Hilali, Ph.D.(Berlin) Professor of Islamic Faith and Teachings Islamic University, Al-Madina Al-Munawwarah , Saudi Arabia. DR. Muhammad Muhsin Khan Islamic University, Al-Madina Al-Munawwara, Saudi Arabia.  Ayah 44 of Surah Maidah is.

"Verily, We did send down the Taurat (Torah) [ to Musa (Moses)], therein was guidance and light, by which the prophets, who submitted themselves to Allah's Will, judged for the jews. And the rabbis and the priests[ too judged for the jews by the Taurat (torah) after those Prophets], for to them was entrusted the protection of Allah's Book, and they were witnesses thereto. Therefore fear not men but fear Me ( O Jews) and sell not My Verses for a miserable price. And whosoever does not judge by what Allah has revealed, such are the Kafirun ( i.e. disbelievers ----of a lesser degree as they do not act on Allah's Laws) {1}"

---------------------------------------------------------

{1} (V.5:44) For different degrees of KUFR (disbelief) see Appendix 2, " Polytheism and Disbelief."

---------------------------------------------------------

Being not an Alim, I would not say whether this means the executive, legislative, or the judiciary or the people themselves who are responsible. But it sure strikes fear into my heart regarding my own life and my own responsibility using the Quran as a benchmark and guide to lead my life. The point being that this part of Surah Maidah shows the paramount importance of ting Allah's law and disregard is being interpreted by different shcolars as an act of Kufr to disbelief of a lesser degree.

In fact it would be interesting to see how many times ula_'ika humul ka_firu_n is used in the Quran, I have only come across it once in my extremely Limited knowledge! To me its seems that if Allah has decided to use this term so exclusively for a certain set of people, we should be extremely careful in evaluating such behaviour and interpreting this ayat. I would appreciate to hear a scholar's opinion about this.

Why we have spent so much time on this particular Ayah alone and not presented too many other ayahs at this time is to focus the reader on this one point. we believe this is one point that can be propagated which could help in the establishment of Islamic Shariah in certain countries by bringing about reformation by appealing to latent beliefs of people. If we can make the common man aware of the paramount necessity of Islamic law, the Khilafat can follow, perhaps even trivially. This shall be explained further as this web site develops. Please see the Pakistan case study to see how this information can be used and also the page on candidates.

Voting for a Secular Government: A Thought Experiment.

This raises a very interesting thought experiment. This is something which would not have been an issue until the advent of democracy.

In a democracy voting determines legislation. Who gets voted in determines policies. People vote based on their aspirations and who can get them there. Yet a very crucial question arises, if Allah is the Supreme Law Giver and a person votes for a candidate knowing that that candidate will not implement Islamic law and bring about Allah's deen, then does that not place the responsibility right on the voter? Voting for a candidate like Sheik Hasina or Benazir Bhutto or Mahatir Muhammed or Nawaz Sharif for that matter. What does that imply. Considering that in a democracy voters determine who legislates, then How big a sin is it voting for a candidate IF the voter knows that he will not implement the Shariah?  We welcome Ulema to give opinions on this pressing issue facing Muslims in the modern world.
