Why we have spent so much time on Surah Maidah verse 44  alone and not presented too many other ayahs at this time is to focus the reader on one point. I believe this is one point that can be propagated which could help in the establishment of Islamic Shariah is certain countries by bringing about reformation by appealing to latent beliefs of people. 

Case : PAKISTAN

Before any reader familiar with Pakistan says, are you mad Pakistanis don't really want Islam. Well I think the reader would be correct however there are a few things which need to be stated. Some are my observations, some are other people. A lot of them are generalizations. 

1. Pakistanis are emotional people.
2. Much of the masses are not educated. Decision making at times is based on likes dislikes and emotions.
3. The educated elite are generally not very well read about Quran and Hadith. The Islamiat curriculum is quite elementary cleverly leaving out controversial aspects. (There are of course exceptions.) Most people have read the Quran in Arabic without understanding it.
4. Pakistanis generally believe that have no doubt about the existence of Allah and the truth of Islam as a religion. YET, they feel that they can ignore the commands of Allah for what I think are three main reasons.                                                    i) Most other people are ignoring them, including relatives and friends. This results in setting deteriorating standards based as more haram things get done more widely and eventually become acceptable.                                                     ii) because of their belief that after some while in Hell, as a Muslim, we will end up in heaven.                                     iii) Can worry about this life now and worry about the after life in some years time (middle to old age).
5. Since Pakistanis have not had to make sacrifices for Islam, we Pakistanis can maintain a perfect faith and even convince ourselves that we perfect faith, since we can live our lives committing as much shirk, attributing Allah's power to everyone but him. As such perhaps, we are superstitiously religious. 

Based on these observation, (we need feedback to get a feeling of how accurate this may be) a certain plan of action can be devised. A Possible Plan of Action follows. The crucial aspect is the if you can convince people that their idea of doing as they like is not quite right and that the consequences of not imposing the Shariah are serious, you could have a serious change of heart. Especially if Western converted Muslims say this to them.

A Possible Plan of Action

I believe if we can somehow make people in Pakistan aware about the implications of Surah Maidah verse 44 in a planned manner, we could create support for reforming government in Pakistan in an Islamic manner. If this message can be constantly stressed through the media etc. Focusing on this ayah and appeal to the latent blind faith of people, inshallah, we can achieve this objective.

Step 1: Start Campaign

The first step would involve a campaign to spread this idea as much as possible and try to make people realize the significance of Islamic Law. The PM and legislatures should be approached and told to immediately adopt the Islamic way.  People must be told that accepting secular leadership can be a serious sin.

Remember One Public word from a Muslim abroad will have a significant effect on people here. If Pakistanis see a white Muslim saying something they will automatically be awed at least. This campaign, in my opinion should be driven from America. 

After this stage we have devised strategies which we will make public when the time is right.

(The following was written pre-Kargil)

This is my view, Allah knows best, but I think Nawaz Sharif, the Prime Minister of Pakistan, has faith in Allah and Islam. it is likely that his faith may be superstitious and may be based on little knowledge, yet I think he is sincere. Yet he is a product of the Pakistani system and is surrounded by people who tell him that imposition of Islam will not work. This is a serious problem is Pakistan, i.e. you may want Islam but people around you will in effect push you away from it. Now if this assessment is correct and he is sincere, then I believe he may make the right choices provided enough people push him and tell him to adopt Islam. In the Scenario, we need to start a campaign aimed at this.

If Nawaz Sharif is not sincere or is too scared, the we will have to use a different strategy which we will reveal at the appropriate time.
