Donald Rumsfeld has never been known for his
subtlety. The American Empire is overtly organizing itself as the
military master of the planet, with the In 2002, for the first time, the entire world surface, both land and ocean, was divided out among the Commands [of the US Unified Command Plan]. (Russia, previously the direct responsibility of the Pentagon, has been allocated to the European Command, EUCOM.) The new UCP was effective from 1 Oct. 2002. It includes the new Northern Command (NORTHCOM), which covers the USA, Canada, Mexico, Cuba and Puerto Rico. Thus a special Command has been established for North America for the first time. The
transition from NORAD to Northern Command is being sold as a
natural extension of air defence and missile defence, especially in
Canada,
supposedly a sovereign nation and full partner in NORAD. But as
Edgar Mitchell, Apollo 14 Astronaut I submit to you, this idea of national missile defense is really a Trojan horse. In the United States, the real new direction is clear from Department of Defense documents, namely for Northern Command to "support military assistance to civil authorities." The command stood up Oct. 1, 2002. It was declared "fully operational" Oct. 1, 2003. The command, based in Colorado Springs, Colo. [home of NORAD], is responsible for the U.S. military's homeland defense mission. NORTHCOM has the responsibility to plan, coordinate, exercise command and control of, and supervise the execution of federal military responses to external threats and aggression. The key sentence follows: This also applies to emergency and extraordinary domestic circumstances where the secretary of defense has approved military support. Clearly the Secretary of Defense is intending to exempt himself from the provisions of the PosseComitatus Act, the fundamental legal provision keeping the military out of "Fatherland Security", just as he exempted himself from the provisions of the Geneva Conventions in setting up the American Gulags at Guantanamo Bay, Abu Ghraib, et al (see Secret Evidence). Conveniently, the Canadians have just finished changing their laws, with C17Public Safety Act, to give NORAD an explicit role in determining what constitutes an emergency in Canada. So we presume the secretary of defense might "approve military support" in the event of an emergency in Canada, such as another "terrorist" attack by Al-Cia-Duh like The Coming Nuke. The focus of Northern Command has become much clearer now with legislation introduced behind closed doors at the Senate Intelligence Committee; Tom Regan of csmonitor.com writes:
Currently all military intelligence
organizations must comply with the Privacy Act. The act is a
Watergate-era law that requires that any government official who is
seeking information from a resident of the US disclose who they are
and why they are seeking the information. But Newsweek reports that
last month the Senate Intelligence Committee, in closed session,
added the provision that would exempt the Pentagon from this
restriction. The bill is The exemption from the Privacy Act is blanket, according to Sect. 502: Section 552a(e)(3) of title 5, United States Code, shall not apply with respect to the collection of information by intelligence personnel of the Department of Defense who are authorized by the Secretary of Defense to collect intelligence from human sources. The csmonitor.com article goes on to identify the source of the secret legislation that evicerates all privacy protections against the US Military Intelligence agencies for everyone on the planet: Among those pushing for the bill was "NORTHCOM," the new North American command set up by Secretary of Defense Donald Rumsfeld in Colorado. NORTHCOM's mission is to over see "homeland defense." We note that the man responsible for NORTHCOM is Air Force Gen. Ralph Eberhart, the person who commanded NORAD during the Air Force Stand down on 9/11. Links:
