ARMY

Parsons Delaware Inc., Pasadena, Calif. (DTRA01-01-D-0010); Bechtel National Inc., San Francisco, Calif. (DTRA01-01-D-0011); Washington Group International Inc., International Alliances, Cleveland, Ohio (DTRA01-01-D-0012); Raytheon Technical Services Co., Reston, Va. (DTRA01-01-D-0013); and Brown & Root Services, Division of Haliburton International Inc., Arlington, Va. (DTRA01-01-D-0014), are together being awarded an estimated $5,000,000,000 indefinite-delivery/indefinite-quantity contract. An appropriation number and dollar value will be issued with each delivery order. The objective of this contract is to provide safe, secure, efficient and accurate planning, organizing, management, integration, reporting, operations, maintenance, logistics, construction and eradication support resources to accomplish the elimination of solid/liquid-fueled rockets and air-breathing weapons, bombers, submarines and other platforms, disposal of the residual products and by-products of such systems, elimination of weapons of mass destruction (WMD) support infrastructure and production facilities to include chemical and biological capabilities, storage and accounting for sensitive items of these systems and their warheads which are to be retained, non-proliferation of WMD expertise and sponsorship of collaborative efforts between WMD development experts and their respective laboratory and research facilities and design, estimation, construction, and demolition of horizontal (e.g., trenching, roads and railroads) and vertical (e.g., buildings, bunkers, and towers) structures. Work for Parsons Delaware Inc. will be performed in the former Soviet Union (90%) and Fairfax, Va. (10%); for Bechtel National Inc. in the former Soviet Union (90%) and McLean, Va. (10%); for Washington Group International Inc. in the former Soviet Union (90%) and Cleveland, Ohio (10%); for Raytheon Technical Services Co. in the former Soviet Union (90%) and Reston, Va. (10%); and for Brown & Root Services in the former Soviet Union (90%) and Arlington, Va. (10%). Completion is expected by Sept. 6, 2006. There were 72 bids solicited on April 4, 2001, and six bids were received. The Defense Threat Reduction Agency, Fort Belvoir, Va., is the contracting agency.

The Dewey Electronics Corp.*, Oakland, N.J., is being awarded an indefinite-delivery/indefinite-quantity, firm-fixed-price contract with an estimated cumulative value of $35,000,000 (an appropriation number and dollar value will be issued with each delivery order). This is a ten-year period of performance contract for two-kilowat, 60-hertz, alternating current military tactical generator sets and two-kilowat, 28-volts of direct current military tactical generator sets. The two-kilowat military tactical generator is a lightweight, man-portable, reliable and ruggedized set for use in the most demanding military applications and environmental conditions. Work will be performed in Oakland, N.J., and completion is expected by Sept. 30, 2001. There were 37 bids solicited on March 26, 2001, and three bids were received. The U.S. Army Communications Command, Fort Monmouth, N.J., is the contracting activity (DAAB07-01-D-C014).

Raytheon Technical Services Co., Reston, Va., is being awarded a $3,698,959 increment of a $7,397,918 cost-plus-award-fee/award-term contract with a cumulative total of $29,798,155, for support services to operate and maintain a semi-automated system to monitor vehicles and cargo loads exiting from the Votkinsk Machine Building Plant in Russia. The contractor will provide logistics, maintenance, food preparation, health care and linguistic support for Strategic Army Reductions Treaty inspection activities at a remote site located in Votkinsk, Russia. Work will be performed in Russia (70%), Reston, Va. (20%), and Germany (10%), and completion is expected by Jan. 8, 2010. There was an announcement on the World Wide Web on May 18, 2001, and one bid was received. The Defense Threat Reduction Agency, Fort Belvoir, Va., is the contracting activity (DTRA01-01-C-0059).

Sentinel Contractors Joint Venture*, Fort Knox, Ky., is being awarded $100,000 as part of a $25,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for construction, design/build and quick response service projects. Work will be performed in the Corps of Engineers Louisville District mission boundaries, and completion is expected by Sept. 6, 2006. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Aug. 14, 2001. Albuquerque Underground Inc., Albuquerque, N.M., is being awarded a $14,326,613 firm-fixed-price contract for the complete design, construction and replacement of a deteriorating section of a concrete water pipeline located in Otero and Lincoln Counties, N.M., which provides water to the city of Alamogordo and Holloman Air Force Base, N.M. The total amount of new pipeline to be replaced is approximately 54 miles with an additional 12 miles of cathodic protection. Work will be performed at Holloman Air Force Base, N.M., and completion is expected by Nov. 15, 2002. Contract funds will not expire at the end of the current fiscal year. There were 115 bids solicited on July 6, 2001, and 10 bids were received. The U.S. Army Corps of Engineers, Albuquerque, N.M., is the contracting activity (DACA47-01-C-0023).

AIR FORCE

The contract announcement for Bionetics Corp. on Sept. 5, 2001, should have read as follows:

Bionetics Corp., Newport News, Va., is being awarded a $32,479,477 cost-plus-award-fee and cost-reimbursable/no-fee contract to provide technical services for the continued operation of the Air Force Primary Standards Laboratory located in Heath, Ohio, and the development of calibration technical orders for the Air Force Metrology Calibration Program. At this time, $216,935 of the funds has been obligated. This work is to be completed September 2004. Solicitation was posted via the World Wide Web in March 2001, and four firms submitted proposals. Negotiations were completed August 2001. This effort supports foreign military sales to Bahrain, Belgium, Bangladesh, Brazil, Denmark, Egypt, Greece, Hungary, Indonesia, Jordan, Korea, NATO, Morocco, Mexico, Netherlands, Norway, New Zealand, Portugal, Singapore, Saudi Arabia, Thailand, Turkey, Tunisia, Taiwan and Venezuela. NAVY

TRW Inc., Avionics Engineering Center, San Diego, Calif., is being awarded a $17,828,321 firm-fixed-price contract for the manufacture and installation of 43 Group II Mission Computer Replacement Program units into the E-2C Airborne Technical Data System (ATDS). Upon successful completion of first article testing, the Navy will incrementally provide the contractor with 43 government-owned ATDS units for installation purposes. The contract will provide a five-year warranty for all of the replaced components. This contract contains options which, if exercised, would bring the total cumulative value of this contract to $26,412,534. Work will be performed in San Diego, Calif., and installation is to be accomplished at the following locations: Fleet and Industrial Supply Center Norfolk, Va.; Fleet and Industrial Supply Center San Diego, Calif; and Point Mugu, Calif. Work is expected to be completed by March 2004. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured through Commerce Business Daily with two proposals solicited and one offer received. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (N00383-01-C-008F).

PRI/DJI*, a joint venture, San Diego, Calif., is being awarded an $11,054,278 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for multi-function support services at Naval Air Station Whiting Field. Service will include managerial, technical, administrative, supervisory, direct labor and overhead personnel necessary to operate, maintain, repair and improve facilities, utilities systems, grounds, vehicles and equipment. The contract contains options which if exercised would bring the total cumulative value of this contract to $55,313,443. Work will be performed in Milton, Fla., and is expected to be completed in September 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 45 proposals solicited and three offers received. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-99-D-1041).

General Dynamics Armament Systems, Burlington, Vt., is being awarded a $9,243,000 firm-fixed-price contract for the procurement of 39 M61A2 20 millimeter automatic Gatling gun systems for the F/A-18E/F aircraft. Work will be performed in Saco, Maine, and is expected to be completed in March 2002. Contract funds will not expire at the end of the current fiscal year. MTS Technologies Inc., Arlington, Va., is being awarded an $8,948,177 cost-plus-fixed-fee contract to conduct a Marine Corps Combined Arms Staff Trainer test bed for joint simulation of live fire exercises. The purpose of this research effort is to investigate the ways in which state-of-the-art technology can be used to do joint simulation between multiple sites to support live fire rehearsal. Work will be performed in Johnstown, Pa. (60%), and Orlando, Fla. (40%), and is expected to be completed in September 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via a broad agency announcement. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity (N61339-01-C-0064).

Volmar Construction Inc., Brooklyn, N.Y., is being awarded firm-fixed-price Task Order 0006 at $7,720,000 under a multiple award construction contract for design and construction of whole house revitalization of 64 housing units and demolition of 16 housing units in Pinehurst Estates at the Naval Air Engineering Center, Lakehurst. Work will be performed in Lakehurst, N.J., and is expected to be completed by May 2003. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 52 proposals solicited, seven offers received and award made on May 19, 2000. The total contract amount is not to exceed $250,000,000 (five-year performance period). The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. Four proposals were received for this task order. BAE Systems Applied Technologies Inc., Rockville, Md., is being awarded a $5,673,048 cost-plus-fixed-fee contract to provide engineering and technical services in support of the NATO Seasparrow Surface Missile System, Target Acquisition System, MK48 Guided Missile Vertical Launching System and the Evolved Seasparrow Missile and associated improvements thereto. The contract contains options which, if exercised, would bring the total cumulative contract value to $36,263,762. Work will be performed in Arlington, Va. (70%); Silver Spring, Md. (20%); and Norfolk, Va. (10%), and is expected to be completed by January 2007. Contract funds in the amount of $497,000 will expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

Yukon Fuel Co.*, Anchorage, Ak., is being awarded a $7,131,057 fixed-price with economic price adjustment type contract to provide 684,000 gallons of regular unleaded gasoline and 4,587,000 gallons of diesel fuel artic blend for the U.S. Air Force, federal civilian agencies and the U.S. Coast Guard in Alaska. Work is expected to be completed by October 30, 2004. Contract funds will not expire at the end of the current fiscal year. There were 113 proposals solicited, and 20 responded.  Raytheon Co., Command, Control, Communication and Information Systems, Huntsville, Ala., is being awarded a $1,117,218 increment as part of a $110,119,005 cost-plus-fixed-fee, cost-plus-incentive-fee and fixed-price-incentive fee contract for the Army Airborne Command and Control System (A2C2S), an on-the-move command and control system that will enable commanders and their staffs to maintain digital connectivity while operating from a temporary remote site or moving through the battle space at speeds up to 300 kilometers per hour. Work will be performed in Huntsville, Ala. (2%); Fort Wayne, Ind. (15%); Waco, Texas (37%); and Taunton, Mass. (46%), and completion is expected by Sept. 30, 2005. Contract funds will not expire at the end of the current fiscal year. There was an announcement on March 26, 2001, and five bids were received.  Applied Research Laboratories, University of Texas at Austin, Austin, Texas, is being awarded a $291,005,074 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee task order contract for approximately 18,878 staff-months to provide engineering, research, development, and test and evaluation capabilities in the areas of ocean acoustics, electromagnetic propagation, high frequency sonar, under ice and ocean bottom navigation and intelligence collection, signal and information processing and displays and command, control, communications, computers, and intelligence, as applied to information warfare, modeling and simulation, synthetic forces testing, electromagnetic instrumentation and innovative computer and software development. These capabilities have been established and maintained at Applied Research Laboratories, University of Texas, and are determined essential to the Navy's needs.   Kaiser Electronics, San Jose, Calif., is being awarded a $25,000,000 (estimated) requirements contract to provide for items that may be ordered under this contract are those that have been screened in accordance with the Department of Defense Spare Parts Breakout Program and determined to be sole source to Kaiser Electronics. At this time, none of the funds have been obligated. This effort supports foreign military sales to the Israeli Air Force and Royal Saudi Air Force. Delivery is to be cited in individual orders, and the ordering period is through September 2009. Solicitation began January 2001; negotiations were completed July 2001. Orbital Sciences Corp., Germantown, Md., is being awarded a $9,048,310 firm-fixed-price contract to provide for the Egyptian Integrated Mission Support System (EIMSS) Phase 2. Program consists of workstations (hardware and software), database preparation system, workstation integration and support equipment to assist Egyptian Air Force aircrews in conducting automated pre-mission planning, exercises and combat flight operations. Phase 2 will install an additional 25 systems and integrate networking and Arabic language capabilities. Additional items included in the EIMSS Phase 2 procurement are contractor technical assistance, initial spares and contractor depot support. At this time, the total amount of funds has been obligated. This effort supports foreign military sales to Egypt. This work is to be completed July 2004.  Atkins Benham Constructors Inc., Oklahoma City, Okla., is being awarded a $19,698,968 firm-fixed-price contract for design and construction of an intelligence and reconnaissance laboratory at the Air Force Research Laboratory, Rome, N.Y. The work to be performed provides for the design and construction of a 105,800-square foot new addition to house electronics research laboratory space, engineering support, administrative and storage areas. The project also includes necessary infrastructure upgrades to electrical, mechanical and structural systems. Work will be performed in Rome, N.Y., and is expected to be completed by June 2003. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured via the NAVFAC e-solicitation website, using the two-phase design build process. Five firms responded in Phase I. Of the five responses received from Phase I, only three firms were invited to submit technical and price proposals in Phase II. Lockheed Martin Services Inc., Las Vegas, Nev., is being awarded a $5,932,912 cost-plus-incentive-fee contract to provide for services for operation and maintenance (O&M) of full-scale aerial targets at Tyndall Air Force Base, Fla., and Holloman Air Force Base, N.M., and O&M of subscale aerial targets, drone control, the Communications and Scoring System, Gulf Range Drone Control System, and the airborne platform/telemetry relay at Tyndall Air Force Base, Fla. There were two firms solicited and two proposals received. Solicitation began April 2001; negotiations were completed August 2001.  Advanced Research Inc., La Verne, Calif., is being awarded a $15,750,000 indefinite-deliver/indefinite-quantity with cost-plus-fixed-fee type orders contract to provide for the development of an airbreathing pulse detonation engine for use in the subsonic/supersonic Uninhabited Aerial Vehicle advance combat technology demonstration. At this time, $3,000,000 of the funds has been obligated. Delivery orders may be issued through September 2006. General Atomics Aeronautical Systems Inc., San Diego, Calif., is being awarded an $11,178,404 cost-plus-fixed-fee contract to provide for retrofit of five ground control stations supporting the Predator unmanned aerial reconnaissance vehicle. This retrofit will update the stations to the Block 20 configuration. At this time, the total amount of funds has been obligated. This work is to be complete July 2002. Solicitation began November 2000, and negotiations were completed August 2001. This effort will be performed in San Diego and El Mirage, Calif. Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-98-G-3110). 

ARINC, Colorado Springs, Colo., and MEVATEC*, Huntsville, Ala., are each being awarded a multi-year indefinite-delivery/indefinite-quantity (with fixed-price labor rate for each of the labor categories) and cost-reimbursement, contract-line-options for travel and materials contract. An appropriation number and dollar value will be issued with each delivery order. The contract amount for is $147,478,205 for ARINC (DASG62-01-D-0002) and $145,432,575 for MEVATEC (DASG62-01-D-0003), both five-year contracts including a surge option. The objective of this requirement is to provide the analytical, technical, operational, and programmatic support required by the principal agencies involved to support the definition, planning, development and execution of space exploitation initiatives to support the Space and Missile Defense Battle Lab, the Army Space Community and Army in support of the transformation force. The principal agencies below are involved in executing programs which identify state-of-the-art technology. The demonstration of new technology to the Army and Joint Forces will generate/influence future space technology requirements. The functions performed are designed to demonstrate the value of new space capabilities to the warfighter, support the requirement identification process and leverage technological opportunities, which serve to increase the effectiveness of the warfighter. The transformation objective is the creation of a force dominant across the full spectrum of military operations-persuasive in peace, decisive in war, and preeminent in any form of conflict. The evolution of new functional areas, such as space operations and information operations, will require development of aggressive technologies/capabilities to support these new areas, as well as appropriate career progression and leadership opportunities for specialists in those fields. The principal agencies include, but are not limited to the Space and Missile Defense Battle Lab, U.S. Army Space and Missile Defense Command, U.S. Army Space Command, U.S. Space Command, U.S. Air Force Space Command, U.S. Army Training and Doctrine Command (TRADOC), TRADOC Analysis Command, NAVSPACE/SPAWARS and all U.S. Army TRADOC Battle Labs. Relevant efforts by other Department of Defense agencies may also be supported hereunder. Work will be performed in Colorado Springs, Colo. (90%), and Fort Leavenworth, Kan. (10%), and completion is expected by Sept. 30, 2006. There was an announcement on the Army Space Command webpage on March 23, 2001, and four bids were received. Raytheon Technical Services Co., Reston, Va., is being awarded a $4,157,773 increment as part of an $11,836,615 (base year total) cost-plus-fixed-fee contract with a cumulative total of $71,821,994. This effort entails providing financial assistance to the Ministry of Defense (MOD) of the Russian Federation to allow the MOD to purchase services from the Ministry of Railways to move nuclear weapons trains to interim storage sites and dismantlement facilities and to return empty nuclear weapons trains to their assigned bases. Inc.*, Independence, La., are being awarded a $10,000 increment as part of a $5,521,356 firm-fixed-price contract for Southeast La., Dwyer road drainage pumping station improvements, discharge tubes and canal. This effort supports foreign military sales to Israel, Taiwan and Thailand. At this time, the total amount of funds has been obligated. This work is to be completed July 2003. Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $5,683,935 (estimated) firm-fixed-price, time and materials, cost-plus-fixed-fee and cost-no-fee contract to provide for F-16 Block 52 aircraft maintenance training and pilot academics and simulator training at Fort Worth, Texas. Additional aircraft maintenance training follows in Greece for the Hellenic Air Force (Peace Xenia III). This effort supports foreign military sales to Greece. At this time, the total amount of funds has been obligated. This work is to be completed May 2003. Northrop Grumman Corp., Electronic Sensors and Systems Division, Annapolis, Md., is being awarded a $10,000,000 modification to previously awarded cost type contract for the design and development of the Advanced SEAL Delivery System (ASDS). ASDS is a dry submersible mini-submarine for U.S. Navy SEAL teams. The system provides increased range, speed, capability-on-station and physiological comfort in delivering SEAL teams on extended operational missions. Work will be performed in Annapolis, Md., and is expected to be completed by September 2001. Contract funds will not expire at the end of the current fiscal year. Gulf Group Inc.*, Panama City, Fla., is being awarded a $5,839,878 firm-fixed-price contract for construction of a C-130 assault landing strip which is designed as permanent pavement and will be used for a training exerciser. The project also includes constructing runway lights, reconstructing taxiway lights, grading, revising the storage drain system and resurfacing a haul route. Work will be performed at Dobbins Air Reserve Base, Ga., and is expected to be completed by June 25, 2002. Contract funds will not expire at the end of the current fiscal year. Space-based and over-the-horizon radar and weapons could enable China "to identify, target and track foreign military activities deep into the western Pacific ..." according to the Pentagon annual report.  Lockheed Martin Missiles and Fire Control, Orlando, Fla., is being awarded an $843,173,862 (maximum) firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide for the Advanced Targeting Pod Program. CPU Technology Inc.*, Pleasanton, Calif., is being awarded a $49,750,000 ceiling priced indefinite-delivery/indefinite-quantity contract to provide supplies and services to perform service-life extension of avionics legacy equipment utilizing the Service-Life Extension of Avionics Legacy Equipment with Guaranteed System (SEALEGS) software. The effort includes development and demonstration of innovative system-on-a-chip technologies to solve the problems of a broad spectrum of legacy or future weapons systems applications, such as aircraft mission computers, flight control computers, missile processor and control systems, radar processors and test equipment.
