In September 2002, the Department of Justice announced that their "No.3", Jay Stephens, the agency's associate attorney general, is resigning from the third highest DOJ position, which he has held for less than a year. Stephens, who was appointed to his DOJ position in November 2001, oversaw divisions dealing with civil cases, antitrust matters, taxes and environmental and natural resources issues.
